Today in Astana, on the sidelines of the Regional Environmental Summit (RES 2026), a trilateral term sheet was signed between JSC NC KazMunayGas (KMG), the U.S.-based corporation Kellogg Brown & Root LLC (KBR), and KazFoodProducts LLP (KFP). The document outlines the key parameters of cooperation on a project to construct a Sustainable Aviation Fuel (SAF) production plant in Kazakhstan.
The agreement was signed by Deputy Chairman of the Management Board of KMG, Asset Magauov; Senior Vice President of KBR, Ahmad Aman; and Deputy General Director for Development of KFP, Zhandos Yessenbay. In addition, KazMunayGas and KazFoodProducts formalized bilateral arrangements detailing their respective contributions and responsibilities within the project framework.
The signing of the documents marks the transition to the development of project documentation. The Process Design Package (PDP) is scheduled to be completed by the end of Q1 2027. This phase is essential for adapting the PureSAF℠ technology, including the Alcohol-to-Jet process, to locally available feedstock and for defining the precise technical specifications of the future facility. A final investment decision on the commencement of construction will be made based on the PDP results.
Under the project, KBR will act as the technology licensor and engineering contractor. The initiative is aimed at enabling deep decarbonization of the aviation sector and supporting the Republic of Kazakhstan’s commitments to reduce greenhouse gas emissions.
The implementation of this project will enable the integration of Kazakhstan’s agricultural feedstock into high-tech, low-carbon fuel production value chains. “We are confident that the expertise of a global technology leader such as KBR, combined with the resources of the agro-industrial holding KFP, will create the necessary synergies for the successful launch of SAF production in our country,” Asset Magauov emphasized.
