Who and how is obliged to submit a mandatory declaration in 2023

Last week, at the site of KazMunayGas-Aero LLP, a meeting was held between the company’s employees and a representative of the Esil District State Revenue Office regarding the issues of submitting declarations of income and property.
From January 1, 2023, the second stage of universal declaration began in Kazakhstan, where for the first time employees of state institutions and entities of the quasi-public sector and their spouses submit a declaration of income and property to the tax authorities.

Universal declaration is being implemented on the basis of Article 45-1 of the Law of the Republic of Kazakhstan dated December 25, 2017 No. 121-VI ZRK “On the Enactment of the Code of the Republic of Kazakhstan “On Taxes and Other Obligatory Payments to the Budget” (Tax Code)”.
In the first year of entering the universal declaration system, all these categories of persons are required to submit a declaration of assets and liabilities in accordance with form 250, which is approved by the Ministry of Finance of the Republic of Kazakhstan. The declaration form is called “On Assets and Liabilities of a Natural Person”. In another way, the first declaration is called the “input declaration”, since it reflects all the data on property and obligations at the time of entry into the universal declaration system.
