On July 23, 2025, the Republic of Kazakhstan launched the national command and staff exercise «Zher-2025». The Republican Coordination Headquarters is based in the city of Shymkent. The exercise is conducted under the leadership of the Vice Minister for Emergency Situations of the Republic of Kazakhstan.
Command authorities and units of the State Civil Protection System, along with divisions of the Ministry for Emergency Situations, have been placed on high alert. Both republican and city-level operational headquarters have been deployed, including a tent camp for the temporary accommodation of affected populations.
Over the course of two days, participants are practicing practical coordination and cooperation among emergency and operational services under simulated disaster conditions.
The practical phase of the exercise is being carried out in seismically hazardous areas of the country, including the cities of Almaty and Shymkent, as well as the regions of Abai, Zhetysu, Almaty, East Kazakhstan, Zhambyl, Kyzylorda, and Turkistan — all of which are vulnerable to major earthquakes. Other regions are responsible for deploying forces and resources to support the affected areas.
As part of the exercise, employees of KazMunayGas-Aero LLP are actively participating as members of the Civil Protection Fuel and Lubricants Service under the Ministry of Energy of the Republic of Kazakhstan. The company’s specialists are tasked with ensuring the supply of aviation fuel, lubricants, and other petroleum products to the zones impacted by the simulated earthquake.
In conditions closely resembling real-life emergencies, teams are testing procedures for fuel delivery, the setup of mobile refueling stations, coordination with aviation and ground units, and logistics operations in hard-to-reach areas.
The «Zher-2025» exercise aims to improve the national emergency response system and enhance preparedness for action in the event of an earthquake.
