Domestic refineries are ready to produce Jet A-1 jet fuel

The issue of readiness of the aviation industry of Kazakhstan to use Jet A-1 jet fuel became the main topic of working meetings at the sites of international airports of Astana and Almaty.

Representatives of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, the Ministry of Energy of the Republic of Kazakhstan and JSC NC KazMunayGas (KMG), JSC Samruk Kazyna, heads of KMG Refinery, KazMunayGas-Aero LLP, Astana and Almaty airports, leading domestic airlines, logistics carriers took part in the republican meetings. Experts from the International Air Transport Association (IATA), Swiss laboratory SGS (a world leader in the field of expertise and certification, has laboratories at KMG plants), international association JIG (Joint Inspection Group) also participated in the meetings.

The participants of the meeting discussed the procedures of interaction on the use of Jet A-1. The strategic importance of the instruction of the President of the Republic of Kazakhstan Kasym-Jomart Tokayev on the development of civil aviation and expansion of the geography of flights in international air service was also noted.

It should be reminded that the Ministry of Transport made a decision on consistent transition to JET A-1 fuel taking into account the capabilities and needs of airports. According to representatives of Almaty Airport, the company continues to modernize the refueling complex and by June 2024 plans a complete transition to the use of aviation fuel produced according to the world standard ASTM D1655.

According to KMG representatives, KazMunaiGas refineries are ready to produce Jet A-1 international brand jet fuel, which is used in more than 70 countries of the world. As KMG experts explained, Jet A-1 production implies a complete reconfiguration of the relevant refinery capacities, as parallel production of TS-1 fuel is impossible.

“Today all three refineries of KazMunayGas are ready to produce Jet A-1 grade. For the transition to the use of this type of jet fuel, it is necessary to work on the preparation of the entire aviation infrastructure according to JIG standards: from the refinery (this has already been done) to the aircraft wing (storage, transportation, refueling process). As soon as the regulatory authorized state body will confirm the readiness of transportation and technological capability to use this jet fuel, KazMunayGas is ready to switch one of the plants (at its choice) to the production of Jet A-1 within two weeks”, – emphasized in KazMunayGas JSC.

ASTM – (American Society for Testing and Materials) American Society for Testing and Materials standards. ASTM D1655 standards for commercial and commercial aviation and aviation applications.

SGS (Société Générale de Surveillance, Switzerland) is a world leader in the field of expertise, testing and certification. SGS’s subsidiary in Kazakhstan is SGS Kazakhstan LTD Foreign Enterprise LLP. SGS laboratory (150 employees) will be opened at Pavlodar Oil Refinery in December 2021. Methods of aviation fuel research of the SGS laboratory at Pavlodar Refinery comply with domestic and international requirements of IATA. All work is carried out using equipment from the world’s leading companies in Germany, USA, UK and Japan.

JIG (Joint Inspection Group) is an international association that specializes in the development of standards for aviation fuel supply. The fuel quality standards developed by it cover more than 2.5 thousand airports of the world. The JIG organization also trains inspectors and audits the aviation fuel infrastructure of airports according to international standards.

IATA (International Air Transport Association) – International Air Transport Association, a non-governmental organization of air carriers (airlines), where about 300 of its members represent more than 140 countries of the world. IATA is a strategic partner of KazMunaiGas-Aero LLP.
